The Silent War: Cyber Threats and Regional Security

The Indo-Pacific security environment is entering a new era of uncertainty. Threats are no longer limited to traditional conflicts, as cyberattacks, information operations, and hybrid tactics are increasingly being used to challenge national security and regional stability. In addressing these increasingly complex threats, strengthening resilience and deterrence across both national and societal levels has become more critical than ever.

Taiwan, standing at the forefront of these emerging challenges, has experienced sustained pressure through cyber operations, information warfare, and other gray-zone activities. Taiwan’s experience provides important lessons on how societies can develop effective deterrence and resilience in response to evolving threats.

In this seminar, General Shigeru Iwasaki, the 4th Chief of Staff of the Joint Staff of the Japan Self-Defense Forces and Chairman of Nihon Cyber Defence, will share his perspective on the evolving security environment in the Indo-Pacific, the challenges facing Japan and the region, and the measures required to strengthen preparedness and resilience. Admiral Lee Hsi-Min, former Chief of the General Staff of the Armed Forces of Taiwan, will also discuss Taiwan’s security experiences and their implications for Japan and regional security cooperation.

About General Shigeru Iwasaki

Shigeru Iwasaki served for many years in the Japan Air Self-Defense Force (JASDF), reaching the rank of General. During this time he qualified as a fighter pilot, and was regularly scrambled to counteract violations of Japan’s airspace by Russian and Chinese fighter aircraft.

He took command of the JASDF 2nd Air Wing, then served as commander at Air Defense Command. He was subsequently appointed Chief of Staff of the JASDF, and then the 4th Chief of Staff of the Joint Staff of the Japan Self-Defense Forces. As a four-star General he was the highest-ranking military officer in Japan and ranked third in the overall chain of command (after the Prime Minister and the Minister of Defense)

In 2019, as a member of the Council on Security and Defense Capabilities convened by the Japanese government, General Iwasaki played a key role in the creation of new national defence programmes. He undertook a number of lecture tours nationwide in the defence arena.

About Admiral Lee Hsi-Min

Admiral Lee Hsi-Min served over forty years in the Republic of China (Taiwan) Navy and was the 26th Chief of the General Staff of the Republic of China (Taiwan). He was the highest ranking military officer and the primary military advisor to both the President and the Minister of National Defense. Before his tenure as Chief of the General Staff, Admiral Lee served as the Chief of Navy and Vice Minister of National Defense. He is currently a Senior Fellow at the Project 2049 Institute.

Admiral Lee graduated from the Republic of China Naval Academy and completed postgraduate officer education programmes in Taiwan’s Naval Command and Staff College and the U.S. Naval War College.
