Kyiv, Ukraine – 2025/12/30 — Nihon Cyber Defence Co., Ltd. (NCD) held an official opening reception for the Kyiv office in Kyiv, Ukraine on December 30, 2025, in the presence of His Excellency Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome, senior officials of the Government of Ukraine, Deputy Head of UNIDO Interim Program Office in Ukraine, Orena Kovalova, as well as Senior Representative of JICA Ukraine office, Shota Suzuki, among others.
NCD President and CEO Cartan McLaughlin participated as the host and held a ribbon-cutting ceremony with guests, including Ambassador Nakagome.

This office is expected to become the center for co-operation in the field of cybersecurity between Japan and Ukraine, where we aim to deploy the state-of-the-art Japan sovereign technology we are developing to Ukraine and establish Security Operation Centers that utilises such technology. This is expected to further improve Ukraine’s cyber resilience and support the reconstruction efforts, including the expansion of Japan business in the future. We also aim to utilize the experience and knowledge in Ukraine to improve the cyber resilience of Japan’s so-called Critical National Infrastructure (CNI)

In his opening remarks, Cartan thanked the governments of Japan and Ukraine, as well as UNIDO, and the Ministry of Economy, Trade and Industry of Japan which is providing funding for the UNIDO program, for their tremendous support and cooperation. He also made the following comments:
“As former Prime Minister Kishida remarked a few years ago, “Today’s Eastern Europe may become tomorrow’s East Asia”, it is extremely important to support Ukraine including its cyber resilience as well as strengthening the cyber resilience of Japan, at the same time.
We are confident that the combination of leading Japanese cyber security technology and innovations gained through practice in Ukraine will further strengthen the cyber resilience of both countries.”
Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Nakagome made the following remarks in his guest speech:
“I would like to emphasize that this collaboration represents a truly mutually beneficial partnership between our two countries. I am confident that NCD’s cutting-edge technology will create strong synergy with Ukraine’s unique experience and proven expertise. And at the same time, Ukraine’s innovation and hard-earned learnings from it’s difficult experiences will also contribute to strengthening Japan’s own cybersecurity capabilities.”
The Head of the State Service of Special Communication and Information Protection of Ukraine, Oleksandr Potii, made the following comments in his guest speech:
“Cooperation with Japan’s partners is crucial because cyber defense is a critical component of national security in the face of modern threats. I am happy to report that our agency is working on an MOU between ourselves and NCD now. We consider this as a step towards building a close and practical partnership between the Agency and NCD in the future.”
Cartan and Deputy Minister for Digital Development, Digital Transformations and Digitalization of the Ministry of Economy, Environment and Agriculture of Ukraine, Oleksandr Tsybort signed an MOU between the respective institutions on this occasion.
