After graduating from the National Defense Academy of Japan in 1989 with a degree in international relations, he served in the Maritime Self-Defense Force as a pilot in a fixed-wing patrol aircraft unit. His duties included conducting surveillance missions in the East China Sea and serving in roles such as Wing Commander. At the Joint Staff Office, he played a crucial role in developing and implementing cyber operations. He elevated the information-gathering capabilities of the Self Defense Forces by collaborating with relevant government ministries, agencies, the U.S. military, and other partners, thereby reinforcing the operational effectiveness of the Cyber Defense Force.
From 2013, he served as the Director of the Cyber Planning Office. In 2018, as the Director of the Command, Control, Communications, and Computers Systems Department, he was instrumental in expanding and improving the framework for information sharing with allied and friendly nations. He also worked on enhancing cyber skills through overseas training and personnel deployments, further contributing to the advancement of cyber operations capabilities.

He has been working as a Senior Advisor at NCD since September 2024.
